Cross-border Strategies
CLLD Territories
The development strategies cover four different geographical areas and each focuses on the specific needs of the area in question. They are implemented through the action of LAGs – Local Action Groups, the main element in coordinating and implementing these strategies.
Area I
In Roman times, Terra Raetica was the name given to the cultural community of various peoples in the Alpine region. Today, drawing on these same origins, the Terra Raetica development strategy aims to foster a new rapprochement of the regions in the border triangle between Austria, Italy, and Switzerland.
Under Interreg, the Imst, Landeck, Vinschgau and National Park regions are united by a collaboration that began with the CMAREMA project (2000-2006). It was later consolidated through the creation of the Interreg Terra Raetica Council under Interreg IV-A (2007-2013), which laid the foundation for the CLLD area.
The main objectives of the strategy, officially defined under Interreg VI, are:
- Smart growth: enhance education, innovation and improve the quality of cross-border tourism.
- Sustainable growth: increase sustainability in the management of culture, nature, energy, mobility, climate change, and ecosystems.
- Inclusive growth: promoting health and equal opportunities, as well as addressing social issues.
Partners: RegioL – Regionalmanagement Bezirk Landeck (Lead partner), Regionalmanagement Bezirk Imst (Partner 1); Val Venosta district community (Partner 2); PEB – Pro Engiadina Bassa – Wirtschaftsforum Nationalparkregion (Associate partner).
Area II
The name Wipptal derives from the Latin Vipitenum taken from an ancient Roman road directory. At first the name was used to refer only to areas in the vicinity of Sterzing, but from the 15th century onwards it was used to refer to today’s Wipptal. Stretching along the main ridge of the Alps from Bergisel Sill in the north to the fortress of Fortezza in the south, this comprises twelve municipalities. After the establishment of the Interreg Wipptal Council in 2008, Wipptal became an area of cross-border cooperation. With Interreg IV (2007-2013), a large number of small projects were implemented, and based on these positive experiences, in 2014, the actors designed a cross-border development strategy.
The main objectives of the strategy are:
- Smart growth: improving competitiveness and digitalization in agriculture, forestry, business and tourism.
- Sustainable growth: protecting the environment and biodiversity and improving resilience to climate change in the natural environment, agricultural protection and care, transportation and public mobility, municipalities, and public administration.
- Inclusive growth: improving health and social issues, education, youth, arts and culture.
Partners: Regionalmanagement Wipptal, Steinach (Lead partner), District Community Wipptal, Sterzing (Partner 1).
Area III
The Dolomiti Live area includes the 99 municipalities in the territories of East Tyrol, Upper Belluno, and Pustertal. These three regions boast a rich natural and cultural heritage recognized by UNESCO and throughout history have separated and “politically” reunited several times. Through the CLLD approach, the cross-border area becomes a single economic space and the Dolomiti Live strategy is developed with the goal of achieving innovative and sustainable growth of the area. The main fields of action are demographic and social change, regional value creation, climate and nature, while digitization is a transversal theme spanning all fields.
Partners: Regionsmanagement East Tyrol (Lead partner); Bezirksgemeinschaft Pustertal (Partner 1); LAG Upper Belluno (Partner 2).
Area IV
The name is an acronym composed of the letters of the three LAGs cooperating under the cross-border strategy: Hermagor, Euroleader and Open Leader. The development strategy is the result of the joint development efforts of the three LAGs based on the context analyses and indications that emerged at the cross-border tables inherent in the Smartborders 2020 project.
The main goal is to build local communities that are:
a) viable, innovative and able to increase local prosperity;
b) in balance with the environment and resources;
c) that place nature and culture at the center of their attractiveness;
d) integrated across borders and benefiting from cooperation.
This goal clearly expresses the strategy’s vision of the future and unique contribution to a more innovative, environmentally friendly and resilient, connected, inclusive and citizen-centered area.
Partners: LAG Region Hermagor (Lead partner); LAG Open Leader (Partner 1); LAG Euroleader (Partner 2).
